Captain
Patrol Division

Captain Dustin Külling is serving his 26th year in law enforcement, leading the Sheriff’s Patrol Division. The Patrol Division provides front-line law enforcement services to the community through a wide variety of high-impact programs, such as Uniformed Patrol Operations, the Community Car Program, and A.G.N.E.T. (Agriculture, Gang, & Narcotics Enforcement Team).

Captain Külling is a Ph.D. student who holds a Master’s in Education and a Bachelor of Science in Criminal Justice. He is a graduate of Command College, an 18-month leadership program operated by the California Commission on Peace Officer Standards and Training (P.O.S.T.). While attending Command College, he researched the impact of technology on law enforcement’s force encounters.

As a student in the P.O.S.T. Master Instructor Certification Course, he is developing science-based coursework for California law enforcement agencies that explores the interactivity of officer wellness, de-escalation, and field tactics. Külling is an Adjunct Associate Professor, and in 2020 he founded the California Command College Alumni Association and currently serves as President. He is a lecturer in the P.O.S.T. Management Course, where he engages with upcoming leaders on the future issues and challenges of the profession

Captain Külling served from 1996-2002 as a Police Officer and then as a Sergeant with the Angels Camp Police Department. He worked there as a Field Training Officer and was cross-trained by the Office of Emergency Services as a Hazardous Materials Specialist. In that role, he developed expertise in the investigation and dismantling of clandestine methamphetamine laboratories.

In 2002 Külling was hired as a lateral Deputy Sheriff by the Sheriff’s Office and worked Uniformed Patrol until 2005. From 2005-2012, he worked as an agent with the Metropolitan Narcotics Task Force. As a court-recognized expert in methamphetamine laboratories and narcotics trafficking, he investigated high-level drug trafficking organizations with local, state, and federal agencies.

Külling was promoted to Sergeant in 2012 and supervised a swing-shift patrol team in the Patrol Division. As a sergeant, Külling oversaw the Animal Services Unit and supervised the Hostage Negotiations Team.

In 2016 he was promoted to Lieutenant and served as the Administrative Lieutenant of the Patrol Division, where he started the Sheriff’s Office drone program. In 2019 Külling was promoted to Captain and currently leads the Patrol Division.
