Lieutenant Conn started his career with the Sheriff’s Office on September 15th, 2008, as a Deputy Trainee assigned to the P.O.S.T Academy at Delta College. After successful completion of the academy, Leo was sworn in as a Deputy Sheriff and was assigned to the Field Forces Division.

In 2010, Lieutenant Conn was assigned to the Community Car Program and helped to build partnerships throughout San Joaquin County. In 2012, he returned to Patrol, and was selected as a member of the Canine Unit where he had the privilege of working alongside his K-9 partner, “Haakon”.

In 2014, Lieutenant Conn was selected as a Detective for the San Joaquin County Metropolitan Narcotics Task Force. He was certified as a narcotics expert in the California State Court Judicial System, and he participated in numerous narcotic investigations with Federal, State, and local agencies, which led to the convictions of numerous drug traffickers.

In 2019, Lieutenant Conn was transferred back to the Patrol Division and assigned to A.G.N.E.T (Agricultural, Gangs, Narcotics, Enforcement Team).

In 2020, Lieutenant Conn was promoted to the rank of Sergeant and after a brief time on Patrol, he was transferred back to A.G.N.E.T to supervise the proactive unit. In 2022, Lieutenant Conn was transferred to the boating safety unit, and during this time, he was able to accomplish upgrading the offsite facility, obtain grant funding for a new patrol boat, purchase new life saving equipment for the deputies to deploy with, and added two additional deputies to the unit.

Throughout Lieutenant Conn’s law enforcement career, he has received numerous commendations and letters of appreciation from the Sheriff’s Office Administration and members of the community. In 2012, he was nominated for the Italian Athletic Club Law Enforcement Officer of the Year Award. In 2022, he was awarded the department’s second highest award, the Silver Star, for his leadership during a hostage rescue.
