About The Division
The Sheriff’s Custody Division is a complex operation that is managed by two captains, nine lieutenants, and an Inmate Programs Director in compliance with the California Code of Regulation Title 15, Division 3.
Each of the nine lieutenants divided responsibilities consist of but are not limited to management of the John Zunino Jail Complex and Honor Farm Complex (Intake, Main Jail, Honor Farm), Inmate Work Programs Unit (Alternative Work Program, Electronic Monitoring Program, Work Furlough Program, and Alcohol Monitoring Program), Transportation/Inmate Hospital Security, Medical Services, Maintenance and Food Services Liaison, Inmate Population Management, training, Records Division, and Realignment/AB 109 Liaison and Construction Project Management. The Inmate Program Director provides a variety of programs and services to assist the offenders with their successful reintegration into the community.
The Correctional Officer Training Academy is currently staffed with a sergeant and four Correctional Training Officers. The Academy is tasked with providing and overseeing training for the Christopher J. Serpa Correction’s Academy. The Academy provides more than 200 hours of training and qualifies graduates to work in the corrections setting. The Academy is certified through the Standards and Training for Corrections, as governed by the B.S.C.C.
Professional Standards Division manages the Sheriff’s Office Operations Division and Custody Division, non-probationary employee training program. This includes the preparation and presentation of the P.O.S.T. and S.T.C mandated advanced officer training, oversight of firearms qualifications, and maintenance of the Office’s official training records. Professional Standards manages and provides oversight of Deputy Sheriff Trainees attending P.O.S.T. certified Police Academies. Upon graduation and swearing the oath of Office by the Sheriff, those trainees are assigned throughout the Office as dually appointed Peace Officers for the County of San Joaquin.
The daily goals of the estimated 270 Correctional Officers, Deputies, and Support Staff that run the 24/7 day-to-day operations is to provide the highest quality of service to the general public. The Board of State and Community Corrections rated jail capacity as 1,550.

PARTNERSHIP WITH OTHER AGENCIES
The Sheriff’s Office collaborates with a number of Community Based Organizations as well as other county agencies to ensure that inmates are receiving quality programs and services which they can continue upon their release.
The County Office of Education provides GED, Adult Diploma, Life Skills, Ownership/Re-Entry, and Office Technology/Job Readiness classes.
The Sheriff’s Office contracts with Friends Outside, which is a non-profit organization dedicated to improving the quality of life for families, children, and communities impacted by incarceration. Parenting, Creative Conflict Resolution, Anger Management, Fresh Start (Substance Abuse), Women’s Wellness, Dads Peer Support, and Individual Case Management are programs and services currently being offered by Friends Outside.
The Sheriff’s Office also collaborates with other non-profit and county agencies such as the Salvation Army, El Concilio, Delancey Street, Valley Community Counseling (52-week Domestic Violence program) WorkNet, Child Support, Human Services Agency, and Correctional Health/Mental Health Care.
THE FUTURE
Currently, the Sheriff’s Office is offering a vocational program called C-TECH. C-TECH’ s objective is to provide students with the necessary skills and credentials to obtain an entry-level position in a high-demand occupation. Using hands-on training with portable equipment, inmates have the opportunity to earn a certificate in Introduction to Telecommunications, Network Cabling for both fiber optic and copper-based systems, Home Entertainment Residential Audio/Video Systems, Introduction to Telephone Systems, and Connecting to Business. Upon completion of each course, inmates earn an Industry-Recognized Certificate from CTECH.
One of the goals of the Sheriff’s Office is to expand the vocational training opportunities. The Sheriffs Office is currently working with the County Office of Education to provide a Forklifting/Warehousing and Pre-Carpentry program. The Sheriffs Office will seek collaboration from local community-based organizations as well as our local county agencies to help with job placement and general assistance for those inmates who successfully complete the programs.
RECREATION
Yards are provided in each housing unit. Various recreational equipment (depending on location and security level) is also available for use. At the Honor Farm organized activities such as softball, handball, and basketball are supervised after inmate work hours and on weekends by recreation staff. All recreation equipment, including televisions, DVD players, and movies are purchased by the inmates through the Inmate Welfare Fund. This fund is derived primarily from commissary purchases made by the inmates.
RELIGIOUS SERVICES
Services are available weekly at the Honor Farm and general population housing units. Religious counseling on a one-to-one basis may be arranged with a minister by way of an official visit when the visit is prearranged at a time appropriate for the facility. Bibles and other religious information are available upon request from the Jail librarian.
EDUCATION PROGRAMS
Programs are available through the County Office of Education. Teachers are scheduled during the week at the Honor Farm and S. Jail facilities. The County Office of Education offers GED, Adult Diploma, Life Skills, Ownership/Re-Entry, and Office Technology/Job Readiness classes.
COMMUNITY-BASED ORGANIZATIONS
Organizations such as Friend’s Outside, El Concilio, Salvation Army, Alcoholics Anonymous, and Narcotic Anonymous provide additional programs aimed at reducing recidivism. More information may be obtained from the Inmate Program’s Director by calling (209) 468-4656.
LIBRARIAN
A full-time librarian and two Student Law Clerks provide library and law library services. The Library provides recreational reading, books, magazines, and reference materials through a traditional checkout and returns system at the Honor Farm Storefront Library and each pre-trial housing unit. Upon request, the Law Clerks provide legal reference material using Lexis Nexus as well as other printed legal handouts commonly requested.
INMATE CASEWORKER
Inmate Caseworker provides general information and assistance to inmates and their families. The Inmate Caseworker also assists inmates and the public in general notary services at a minimal cost. Inmate Programs
The Sheriff’s Work Program is voluntary and self-supporting. Applying to this program does not guarantee acceptance. If accepted, The Work Programs Office will make the final determination as to which program the participant will be enrolled in. For example, if an applicant applies for EMP but it is determined that EMWP is a better fit for them, The Work Programs Office will have the final decision as to which program the applicant will be allowed to enroll. There are no application or participant costs for any of the Alternative Sentencing Programs.
Alternative Work Program (AWP)
This program allows participants to serve their sentences by working at an assigned AWP work site for 8 to 10 hrs. per day. Up to 120-day sentence reviewed on a case by case basis.
- Will be required to work 5 days per week if unemployed.
- May be subject to alcohol monitoring and or drug testing.
Electronic Monitoring Program (EMP)
This program allows participants to serve their sentences in an approved home while monitored by a GPS device. There is no limit on sentence length, reviewed on a case by case basis.
- May be subject to alcohol monitoring and or drug testing.
- Residential internet required if alcohol monitoring is required.
- The residence will be inspected randomly. No alcohol, firearms, contraband while in the program.
- If staying with friends or family, all have to agree to rules and regulations.
- Residents or visitors cannot be on probation, parole, or 290 registrants.
- The employer must agree to rules and conditions (if employed).
- Employment must be in SJ County and a fixed location.
- You will be required to drive strictly from home to your job unless allowed by your Case Manager.
- You will be required to stay inside your home. No garage, back yard, front yard, etc.

Process
1. Complete an application in our office
2. Bring court papers.
3. You will be given an interview date.
4. On the day of the interview, you will be enrolled if you are eligible.
5. If you are not eligible, you will receive a denial letter and be ordered to report to jail on the date given by the courts.
Return to Custody
All participants accepted into the program are expected to abide by the program rules and regulations. Anyone violating the rules and regulations or any federal, state, or local law may be removed from the program.
Non Serious minor rules violations – The individual will be given a report to jail date.
Serious rules violations – Patrol may be notified to effect the arrest and book the participant on the original charges.
At any time, without cause, the program supervisor may remove a participant from the program and return that person to the jail facility to complete their sentence.

Deposit money on an inmate's account: Cash, Credit Cards, and Debit Cards with the Visa or MasterCard logo on them are accepted at the Kiosks located in the 24-hour lobby, South Jail, and Honor Farm visiting lobbies during business hours year-round. Postal Money Orders are also accepted via USPS. Mailed to 999 West Mathews Road, French Camp, CA. 95231 Mailed money orders must have the inmate’s name, booking number, and a return address.

How do I report to jail?
If you have a court-ordered report to jail date, enter the 24 Hour Lobby on the scheduled date by 9:00 am to turn yourself in. Officers will provide instructions and escort you inside for processing.
